Biography

Noelle joined the Internet Society in October 2013. She is the Senior Advisor, Policy and External Engagement.

Prior to joining the Internet Society, Noelle worked as a development analyst for global consulting firm Devex, where she examined public-private partnership trends in development cooperation. She began her career as a field researcher and journalist, and was special features editor of Philippine broadsheet BusinessWorld before pursuing a Master's in Media, Communication and Development at the London School of Economics, where she focused on Internet policy and regulation.

Noelle also holds a Master’s Degree in Asian Studies from the University of the Philippines, and has traveled extensively in the Asia-Pacific region for both work and leisure.

Noelle is multi-lingual and based in Manila, Philippines.
